Moscow provides money, political protection and freedom to govern.

A large-scale loss of Chechen men in Ukraine could threaten that balance.

The Kremlin may be willing to tolerate substantial casualties across Russia.

For Kadyrov, however, the political calculation is different.

His authority rests heavily on his ability to maintain control at home.

That makes protecting his support base strategically important.

Chechen Fighters Are Still Highly Visible in the War

This does not mean Chechnya has stayed completely away from the conflict.

Chechen military units, commonly known as the Kadyrovtsy, have been deployed in connection with Russia’s war effort.

Kadyrov has repeatedly promoted their role and presented them as elite fighters loyal to Moscow.

Their presence has also generated extensive publicity, with videos and social-media posts often portraying Chechen forces as a formidable component of Russia’s military campaign.

But public visibility does not necessarily tell the whole story.

The number of fighters deployed, their actual combat roles and the extent of their battlefield exposure are separate questions.

That distinction is at the heart of the broader story.

The “TikTok Troops” Reputation

Some Chechen units have developed a peculiar reputation during the war.

They have appeared frequently in highly produced videos showing military exercises, weapons and battlefield scenes.

Critics have sometimes mocked them as “TikTok troops,” suggesting that their online presence has exceeded their contribution to frontline combat. Other reporting has noted that Chechen units have nevertheless participated in military operations.

The social-media strategy serves a political purpose.

It reinforces Kadyrov’s image as a powerful military leader while projecting Chechen loyalty to Putin.

But it can also create a useful separation between the appearance of mass participation and the actual burden carried by Chechen society.

Why Kadyrov Has Something to Protect

The most interesting aspect of the story is not simply whether Kadyrov supports the war.

He clearly does.

The more revealing question is how far he is willing to allow the war to affect Chechnya itself.

Kadyrov’s authority depends on maintaining a carefully controlled political environment.

The republic has experienced years of conflict, instability and violence.

A return to widespread social disruption would threaten the very system Kadyrov has spent years building.

That gives him an incentive to support Putin loudly while managing the war’s domestic consequences carefully.

The Kremlin Also Has Reasons to Keep Chechnya Stable

Moscow’s relationship with Kadyrov is not one-sided.

The Kremlin has its own reasons for avoiding unnecessary instability in Chechnya.

The region has a history of separatism and armed conflict.

Putin’s arrangement with Kadyrov has largely replaced that instability with a system based on personal loyalty and strong security control.

From Moscow’s perspective, preserving that arrangement may be more valuable than extracting every available soldier from the republic.

In other words, Chechnya’s political stability can itself be considered a strategic asset.

The War Has Created a Different Kind of Bargain

Russia’s invasion of Ukraine has changed the country’s relationship with its regions.

Moscow has sought soldiers, money and industrial output from across the federation.

But different regions carry different political risks.

For Kadyrov, sending men to fight can demonstrate loyalty to Putin.

Sending too many men—or allowing casualties to become politically disruptive—could create problems at home.

That produces a delicate balancing act:

enough participation to prove loyalty, but enough restraint to protect the regime.

Kadyrov’s Personal Position Makes This Even More Important

Kadyrov’s future has become an increasingly discussed issue because of reports about his health and questions surrounding succession.

Independent analysts have noted that his reported health problems could eventually create uncertainty over who controls Chechnya. RUSI, for example, described his continued importance to Moscow while noting the strategic implications of his possible departure.

The Atlantic Council has likewise examined several possible post-Kadyrov scenarios, highlighting the uncertainty surrounding Chechnya’s political future.

That makes maintaining his political system even more important.

A leader preparing for a potential succession battle has little incentive to allow the war to create unnecessary domestic instability.

His Family Has Become Part of the Power Structure

Kadyrov’s rule has increasingly involved members of his family and close circle.

His son Adam Kadyrov, for example, has received significant official responsibilities despite his young age, illustrating how power within Chechnya has become closely connected to the Kadyrov family.

That suggests the question of the war is also linked to the question of succession.

Kadyrov is not simply managing a regional government.

He is protecting a political system that has become heavily personalised around his family.

The New Perspective: The Loudest Supporter May Also Be One of the Most Careful

This is perhaps the most revealing way to understand Kadyrov’s position.

His public messaging is uncompromising.

His political calculations are much more cautious.

That is not necessarily a contradiction in authoritarian politics.

In fact, it can be a survival strategy.

A regional leader can demonstrate absolute loyalty to the Kremlin while simultaneously protecting the population and institutions that sustain his own authority.

Kadyrov does not need to challenge Putin publicly.

He only needs to ensure that the war does not undermine his position in Chechnya.

Why Putin Continues to Need Kadyrov

The relationship between the two leaders is therefore more complicated than simple personal loyalty.

Putin needs Kadyrov because Chechnya remains strategically sensitive.

Kadyrov needs Putin because Moscow provides the political and financial foundation of his rule.

That creates a mutually beneficial relationship.

The Kremlin gets a fiercely loyal regional strongman.

Kadyrov gets the protection and resources necessary to maintain his system.

The war in Ukraine has strengthened that bargain rather than necessarily weakening it.

But There Is a Hidden Cost

There is also a darker side to this arrangement.

Human-rights organisations and critics have long accused Kadyrov’s government of severe repression and abuses against opponents.

That means the apparent stability of Chechnya comes with a substantial political and human cost.

The same system that allows Kadyrov to manage the consequences of the war also gives his government enormous power over ordinary people.

This is important because “stability” does not necessarily mean freedom from coercion.

Chechnya’s Future Could Become More Important Than Its Role in Ukraine

The biggest strategic question may ultimately not be how many Chechen fighters are serving in Ukraine.

It may be what happens to Chechnya if Kadyrov’s system eventually loses its central figure.

Analysts have already begun examining possible succession scenarios and the potential for competition among powerful figures around the Kadyrov family.

If Kadyrov remains firmly in control, Moscow’s current arrangement may continue.

If his authority weakens, however, the Kremlin could face a difficult choice between preserving the existing system and imposing greater federal control.

Either outcome could have consequences beyond Chechnya.

The Real Lesson From Kadyrov’s War Strategy

The story reveals something important about Russia’s wider war effort.

Support for the conflict is not necessarily distributed evenly across the country.

Regional leaders have their own political calculations.

Some may want to demonstrate loyalty.

Others may want to minimise the costs.

And Moscow must balance the demands of a prolonged war against the need to keep a vast and diverse federation politically stable.

Kadyrov’s behaviour illustrates that tension perfectly.

He can be one of Putin’s loudest supporters while simultaneously trying to shield his own political base from the war’s full impact.

A Leader Fighting Two Battles

Kadyrov is therefore fighting two different battles at once.

One is the external battle—the war in which he publicly presents Chechnya as a committed ally of Russia.

The other is the internal battle for political survival.

The second may ultimately matter more to him.

Because if the war damages his authority at home, public praise for Putin will not be enough to protect his position.

That is why the apparent contradiction is so revealing.

Kadyrov may be willing to help Putin fight Russia’s war—but he also appears determined to make sure that the war does not become his own political war to lose.

And that could explain why Chechnya’s most visible warrior-leader has been so careful about exposing his own republic to the full price of the conflict.

Ramzan Kadyrov has
