Britain’s attempt to reduce small-boat migration through a reciprocal returns deal with France is facing a new test\u2014not only over how many people it can send back, but also over how much each return costs.<\/p>\n\n\n\n
Home Secretary Shabana Mahmood told MPs that the \u201cone in, one out\u201d arrangement has cost about \u00a356,000 for each person returned to France so far. The figure emerged as she was questioned by the House of Commons Home Affairs Committee about whether the pilot represents value for taxpayers.<\/p>\n\n\n\n
The number is striking, but it needs context.<\/p>\n\n\n\n
It is an average based on the returns completed so far, not a charge of \u00a356,000 attached to every individual removal. Mahmood also said she would provide the committee with updated figures.<\/p>\n\n\n\n
The bigger question is whether the arrangement can move from a relatively small pilot into a system capable of handling much larger numbers.<\/p>\n\n\n\n
The UK-France agreement began operating in August 2025.<\/p>\n\n\n\n
Under the reciprocal arrangement, eligible people who arrive in Britain by small boat from France can be returned to France. In exchange, an equivalent number of people in France who meet the relevant requirements can be transferred legally to the UK to pursue asylum claims.<\/p>\n\n\n\n
The system is designed to create a legal alternative while making the small-boat route less attractive.<\/p>\n\n\n\n
The Home Office describes the agreement as part of a wider effort to deter dangerous Channel crossings and disrupt organised immigration crime.<\/p>\n\n\n\n
But the numbers involved remain relatively small compared with the total number of people attempting the journey.<\/p>\n\n\n\n
Mahmood told MPs that roughly 1,400 people had been removed to France since the scheme began.<\/p>\n\n\n\n
That figure covers the period through September and is higher than the government’s published operational data through June.<\/p>\n\n\n\n
The official Home Office figures show that, between August 2025 and June 30, 2026, 1,087 people had been returned to France and 1,117 had been transferred into the UK under the agreement.<\/p>\n\n\n\n
The difference illustrates why the date attached to any statistic matters.<\/p>\n\n\n\n
The September figure reflects additional returns made after the latest published government dataset.<\/p>\n\n\n\n
The \u00a356,000 figure reflects more than the physical journey across the Channel.<\/p>\n\n\n\n
The overall cost of the operation includes elements such as detention, security, legal and administrative work, as well as the reciprocal transfers into Britain.<\/p>\n\n\n\n
That makes the scheme considerably more complicated than simply putting someone on a plane or ferry and sending them back.<\/p>\n\n\n\n
There is also a broader comparison.<\/p>\n\n\n\n
Mahmood defended the expenditure by saying the cost was roughly comparable to, or slightly below, the expense of accommodating someone in a hotel for a year.<\/p>\n\n\n\n
That comparison is central to the government’s argument.<\/p>\n\n\n\n
Critics, however, are likely to focus on a different calculation: how many people the arrangement can actually return compared with the much larger number crossing the Channel.<\/p>\n\n\n\n
The government has acknowledged that expanding the scheme has been difficult.<\/p>\n\n\n\n
Mahmood told MPs that the number of removals remained relatively small and that scaling up weekly returns created operational problems on both sides, including limitations around detention capacity.<\/p>\n\n\n\n
This creates a practical problem.<\/p>\n\n\n\n
If the system costs tens of thousands of pounds per completed return and can process only a limited number of people, its overall effect on Channel migration may remain constrained.<\/p>\n\n\n\n
The question is therefore not simply \u201cDoes the system work?\u201d<\/strong><\/p>\n\n\n\n It is also:<\/p>\n\n\n\n \u201cCan it work at the scale required?\u201d<\/strong><\/p>\n\n\n\n The existence of the returns mechanism has not stopped people attempting to cross the English Channel.<\/p>\n\n\n\n The Guardian reported that roughly 1,400 people had been returned since the arrangement began, compared with about 32,000 people who crossed during the same broader period.<\/p>\n\n\n\n Those figures should not be interpreted as a direct measurement of the scheme’s deterrence effect because many factors influence crossing numbers.<\/p>\n\n\n\n Weather, smuggling networks, conditions in France, enforcement operations and perceptions of Britain’s asylum system can all affect decisions to attempt the journey.<\/p>\n\n\n\n The government nevertheless argues that there is evidence the scheme may discourage some people from making the crossing.<\/p>\n\n\n\n Another complication is that removal does not necessarily mean permanent departure from Britain.<\/p>\n\n\n\n The Guardian has reported that some people returned to France later re-entered the UK, including through lorries or small boats.<\/p>\n\n\n\n That creates another question about the long-term effectiveness of the arrangement.<\/p>\n\n\n\n If someone can be returned and subsequently make another attempt, authorities may face additional detention, processing and removal costs.<\/p>\n\n\n\n The UK and France have amended their arrangements to allow certain people who return illegally to Britain after being removed under the scheme to be sent back again.<\/p>\n\n\n\n The future of the agreement is also uncertain because the French government has indicated that it does not want the bilateral arrangement to continue indefinitely in its current form.<\/p>\n\n\n\n French Interior Minister Laurent Nu\u00f1ez has argued that responsibility should eventually be shared through a wider agreement between the UK and the European Union rather than leaving France to handle the issue bilaterally.<\/p>\n\n\n\n The current pilot is scheduled to run until October.<\/p>\n\n\n\n That creates a relatively short window for London and Paris to decide what happens next.<\/p>\n\n\n\n The UK government is interested in stronger cooperation with European countries on migration, but Mahmood has rejected the idea that returning to a Dublin-style arrangement would automatically resolve the Channel crisis.<\/p>\n\n\n\n The previous EU Dublin system allowed countries to transfer certain asylum seekers between participating states, but Britain left the framework after Brexit.<\/p>\n\n\n\n The Home Secretary has argued that even such a system would not provide a single solution to small-boat crossings.<\/p>\n\n\n\n The debate therefore extends beyond the current France agreement.<\/p>\n\n\n\n It is about what kind of migration cooperation Britain can establish with the EU after Brexit.<\/p>\n\n\n\n The scheme has also attracted scrutiny over the treatment of people being returned.<\/p>\n\n\n\n Human rights organisations have raised concerns about people who disappeared from support networks after being returned, including cases involving people whose ages were disputed.<\/p>\n\n\n\n The government says people are individually assessed and that those whose age is in dispute should not be removed under the treaty. The Home Office has also said safeguarding and vulnerability are considered before removal.<\/p>\n\n\n\n Those competing claims mean that the operation is being judged not only on immigration numbers and cost, but also on how the returns process is implemented.<\/p>\n\n\n\n The \u00a356,000 figure can look very different depending on how the policy is evaluated.<\/p>\n\n\n\n From the government’s perspective, the relevant comparison is not necessarily the price of a return flight.<\/p>\n\n\n\n It is the potential cost of keeping an asylum seeker in temporary accommodation for a prolonged period, combined with the possible deterrent effect of making small-boat arrivals subject to return.<\/p>\n\n\n\n From a taxpayer-value perspective, another question is unavoidable:<\/p>\n\n\n\n How many crossings does the policy prevent or how many additional returns can it produce for each pound spent?<\/strong><\/p>\n\n\n\n Those are much harder questions to answer because deterrence is difficult to measure.<\/p>\n\n\n\n The UK-France arrangement is significant because it attempts to combine two normally separate migration policies.<\/p>\n\n\n\n One part is enforcement: return some people who arrive through an irregular route.<\/p>\n\n\n\n The other is legal migration: bring an equivalent number of eligible asylum seekers from France through an authorised process.<\/p>\n\n\n\n The theory is that creating a visible legal pathway while increasing the possibility of return could change the incentives surrounding Channel crossings.<\/p>\n\n\n\n Whether that effect is large enough to justify the cost remains contested.<\/p>\n\n\n\n The government’s own description of the scheme as a pilot is important.<\/p>\n\n\n\n It was created partly to establish whether reciprocal returns could actually operate between Britain and France.<\/p>\n\n\n\n On that narrow question, more than 1,000 returns have taken place.<\/p>\n\n\n\n But turning a pilot into a much larger mechanism presents a different challenge.<\/p>\n\n\n\n It requires sufficient detention capacity, French cooperation, legal processing, transport arrangements and enough people in France who qualify for the reciprocal route.<\/p>\n\n\n\n The government has acknowledged that scaling the operation has been difficult.<\/p>\n\n\n\n That is now one of the central questions.<\/p>\n\n\n\n Britain has an interest in extending and potentially expanding the mechanism.<\/p>\n\n\n\n France has indicated that it would prefer a broader European arrangement.<\/p>\n\n\n\n At the same time, both countries face pressure to reduce dangerous Channel crossings and manage asylum applications more efficiently.<\/p>\n\n\n\n The next agreement will therefore have to address not just whether returns are possible, but how responsibility is shared and how the system can operate at a larger scale.<\/p>\n\n\n\n The headline figure has turned attention toward the financial cost of Britain’s France returns deal.<\/p>\n\n\n\n But the deeper issue is whether a relatively expensive, limited-volume mechanism can become a sustainable part of Britain’s long-term migration policy.<\/p>\n\n\n\n The government says the cost should be considered alongside the expense of accommodating asylum seekers and the potential deterrent effect.<\/p>\n\n\n\n Critics can instead point to the relatively small number of removals compared with the number of Channel crossings and to reports of some returnees subsequently attempting to come back.<\/p>\n\n\n\n Both aspects are relevant to evaluating the policy’s results.<\/p>\n\n\n\n The available evidence does not yet provide a simple answer.<\/p>\n\n\n\n What is clear is that the UK-France agreement has moved beyond an experiment on paper.
